1, Open photoshop and go to file then new, make it the size you want and then press ok and now you should have it looking like this?

Now pick the background colour you want to use and fill. now make a new layer by pressing Layer at the top then New and the Layers. Now you should have the below?

Now put your image you want in layer 2 so you will have it looking like this...

Now everytime you want to place a new image, make a new layer first and place it on the new image. so you should have something like this?

Once you have all the layer and all the images you want to use done, open it up in ImageReady buy pressing where I highlighted...

All you work will open in Image Ready and you should have it looking like this, if not press windows and tick Animation

Now you see the eye in the layer box? Well you want to take them off for now by pressing it. But leave the eye so it's still showing Layer 1

Now lets look at the Animation bar, look where I highlighted, well you want to press it so it make a new Layer here.

On that Layer bar over to your right you make to press the eye again on layers to making sure that number 2 is also highlighted on the Animation bar.

You should now have the Animation bar looking like this with your image.

So for every new image you want to add, first you add a new Layer in the Animation bar and then move over to the Layer bar and make the eye come back... If you have done it right you should have something like this?

Now you see where it says Forever, well that mean the Animation will continue if you press on it you will find other options

Now see where it say 0 sec? This is where you can pick how long it is before the frame starts. Pressing will give you other options. You will have to press and set each frame yourself.

Now you see there is a play button? Press the Animation and if you don't like the timing just play with the options.

When you have done, just go and save by pressing file and then Save Optimized As and save in what ever name you want! Don't change the format.

If done right you should have something like this?
